Long Beach CSD Passes $98.9M Project Referendum

Long Beach City School District passed a referendum for a $98.9 million project that includes a school preservation plan, major building renovations and small building additions to take place over the next ten years. CSArch will be moving forward providing design services on the project. Long Beach is a barrier island located on the south shore of Long Island. Long Beach has seven schools servicing a school population of approximately 4600 students. The district consists of one pre-kindergarten school, four elementary schools, one middle school, one high school, one alternative high school, and an adult learning center.

CSArch was hired to develop the District’s Master Plan, identifying close to $350 million of educational and building infrastructure needs throughout the District. As part of the plan, CSArch incorporated project upgrades to improve operational savings for the district and for tax-payers. The School Preservation Plan provides an opportunity for Long Beach to address long standing health and safety challenges, code deficiencies, basic building deterioration, and substandard instructional space at the Pre-K, middle school and high school. High School technology upgrades included the addition of State-of-the-Art Science labs and a Media/Music/TV Studio and renovations to the Computer/Auto Repair Room and Guidance/Administration Office.

The Long Beach project represents one of the largest projects in CSArch’s history and an important expansion step into the Long Island market.

New Scotland Elementary - Grand Opening

The City School District of Albany’s New Scotland Elementary School (formerly School 19) opened to students, staff and the community with a ribbon cutting ceremony and public tour on January 6, 2009. Originally built in the 1920’s, the school went through an extensive renovation to enhance interior spaces and transform the building into a state-of-the-art learning facility.

With the relocation of an Albany Public Library branch to a new facility, the school’s main office moved from the second floor to the first floor. New features of the school include 21 grade-specific classrooms, three special education rooms, two pre-kindergarten rooms, a new library/media center, dedicated music, art and computer classrooms, a new gymnasium addition, new cafetorium and food serving area, and a new nurse’s suite. New elevators, handicap lifts and ramps were added to create full accessibility to the building.

Infrastructure improvements included new mechanical, electrical, plumbing, lighting and technology features. A new high-performance ice storage system that will supplement air conditioning and a new geoexchange well system were designed to help cool the building.

The exterior of the building received minor restoration to masonry. Sitework included a redesigned student drop-off and faculty parking area.

Eagle Elementary - Grand Opening

Eagle Elementary opened its doors on September 3, 2008 to 375 first through fifth grade students. Part of Bethlehem Central School District’s $93 million capital improvement project, Eagle Elementary is the first new elementary school in the district in 51 years. The new facility houses 16 classrooms, resource rooms, dedicated spaces for art and music, library/media center, two-station gymnasium, a multi-purpose cafetorium, and an administration suite. The 2-story building is an efficient design solution that contributes to the tight-knit feel of the Bethlehem community. With familiar features like gable roofs, masonry walls and wood clad windows, the school is very welcoming to students and teachers.

The Eagle Elementary school also meets a number of criteria required for LEED certification with the US Green Building Council, and toward New York State’s High Performance School Guidelines. Although the project does not meet all the requirements toward certification, the following is a list of high performance items that were achieved:

-Site design retains the character of existing site wetland conditions by preserving over half of the existing wetlands.
-Orientation on site takes advantage of solar exposure for natural light and passive heat. -All storm water will be completely treated on-site before discharge into existing on-site stream, as per DEC regulations.
-Project has daylight harvesting control systems for all classroom instructional spaces to adjust the artificial lighting as the daylight increases or decreases.
-Exterior envelope construction will contain no-paper faced board material, therefore eliminating concern for mold growth.
-All plumbing fixtures will reduce water consumption by 23%.
-Finish materials and casework with recycled content specified. All structural materials regionally manufactured. All materials specified in compliance with low-VOC emission regulations.

The project broke ground in May 2007 with a total construction budget of $8 million.

Speaking Engagement at NYSCOSS

Randy Collins, President of CSArch, Theresa Marshall, Partner of Allegory Studios and John MacDonald, Superintendent of Ticonderoga Central School District spoke at the New York State Council of School Superintendents Conference on October 6, 2008.

The program, "Capital Projects: Passing the Vote in Tough Economic Times" will feature an interactive conversation between presenters and audience. The speakers explored the steps in the pre-referendum process with a focus on the key communication challenges districts face when they put a project before voters. The session will highlight a case study of a vote passed in Ticonderoga in 2007, a district where the diverse economic base includes both long-time residents from the city of Ticonderoga and the surrounding rural areas, and second homeowners with properties on Lake George and Lake Champlain. A previous project had been voted down and the district was faced with opposition to a double-digit tax increase.

Participants heard new ideas about integrating the communications process with the development of the project itself and learn how to uncover and utilize the core motivations of their communities as they create the message around their campaign. Through the discovery of the archetypal profile of a district, this new communications paradigm creates a compelling story about a capital project that is motivating to the right target audiences, getting more "yes" voters to the polls. By establishing a vision for the project early-on that incorporates the culture and priorities of the community, this step-by-step approach helps to build strong consensus amongst committees and school boards. The result is a detailed plan and specific language and tools districts can use to effectively communicate with constituents.
